The Upper East Side is the wealthiest neighborhood in all Manhattan. Lots of investment bankers live here, but so do diplomats, socialites (who are mainly the wives of investment bankers and diplomats), and foreigners too scared to live in any other part of New York City.
There's fancy shopping on Madison, and lots of museums on Fifth, including the Guggenheim and the Metropolitan Museum of Art.
We could go on at much further length about the Upper East Side, but you'd probably have more fun (and learn more of what you really need to know about it) watching Gossip Girl.
