Community Board 9 (CB9) is the local government unit with jurisdiction over Columbia's planned Manhattanville campus. A vocal participant in the controversy over the development, it has generally reacted with hostility and/or skepticism toward the university's plans. Through the West Harlem Local Development Corporation, it is negotiating for more community benefits in exchange for closer cooperation.
